| They have those in Texas too. I coast through the smog trap with the engine off, never had an issue, although they could probably be defeated if you went through the trap at WOT. They are intended to measure emissions under light throttle acceleration. As such, they measure your rate of acceleration before taking measurements. If you are accelerating too hard, or slowing down, the measurement doesn't count. This is how it works in Texas anyways...they use a system made by Tracor Aerospace.
